For every action, there is an opposite and equal reaction. As states continue to crack down on things like voter ID while others continue to seek ways to enforce immigration laws, near all states are now also trying to protect their most coveted form of ID-- the driver license. Initially responding to the controversial federal secure driver license law, REAL ID, states have learned by implementing the REAL ID Act they have curbed the identity theft and fraud used extensively by the illegal alien population and criminals.

Janice Kephart, Director of National Security Policy at the Center for Immigration Studies has been doing comprehensive work on the threat of fraudulent and stolen drivers licenses. As the enforcement of valid ID requirements go up, so too will the demand among criminals, to produce stolen or fraudulent identification.

As counsel to the 9/11 Commission, Ms. Kephart conducted the investigation that uncovered that the 9/11 hijackers had acquired 30 state issued driver licenses and IDS amongst them, some obtained by fraud. The secure driver license laws in effect now are based on Commission recommendations that the federal government require that states meet minimum standards in issuing driver licenses to assure against the type of fraud used by the hijackers to obtain the driver licenses and IDs that helped them board the planes on 9/11 without scrutiny. The same fraud the 9/11 hijackers used is common to identity thieves, criminals and the illegal alien population. In states where REAL ID was not implemented, states learned last year, the illegal alien population flocked, as did criminals. With the implementation of REAL ID, identity theft is being stopped before it happens in many cases.
